  • Fierce drought may affect future wool supply: AWI
    Courtesy: Pexels The fierce drought that continues to bite across many of the wool growing regions in Australia may cause damage to the supply of wool in the short term. If there is no relief from the drought conditions soon, the wool supply situation may get worse for the longer term, the Australian Wool Innovation (AWI) has said as sales resumed after a three-week break. Wool auctions witnessed lacklustre opening initially, but there was positive momentum afterwards, thus carrying the market into positive territory by the close. The Australian Wool Exchange (AWEX) Eastern Market Indicator (EMI) improved by 9ac from the July closing level to 1990ac clean/kg. The EMI expressed in USD gained even more and added 18usc for the week to close at 1481usc, AWI said in its `Wool Market` weekly report for the sale week ending August 10, 2018. There was a small build up in wool supply due to the lack of sale opportunity over the last three weeks. Subsequently just under 50,000 bales were offered to the trade, which in the end, was easily absorbed into buyers` inventories at good prices. Leading the price gains were merino fleece and skirtings finer than 20 micron which showed impressive gains of between 25 to 80 ac, with the 18.5 micron area the largest beneficiary. Broader merino fleece types sold 10ac lower generally. Cardings sold 20ac higher, but crossbreds depreciated substantially to trade 35 to 70ac lower. European buyers led the market on the better specifications types at the finer end of the merino offering. The strong support on these wools, from both the usual Italian operators and forward sellers eventually forced Chinese buyers to accept that the price was falling away no further for the time being and they needed to join in to secure immediate supply requirements, AWI said. Wool auction quantities will drop substantially to just over 37,000 bales in sale week 7 of the current season. [Looks like a dearer trend is now in play so hopefully we can see handy price gains to help alleviate drought affected growers feeding costs to help ensure future wool production," the AWI report said.   • FICCI hails govt's steps to address textile industry woes
    The Federation of Indian Chambers of Commerce and Industry (FICCI) has welcomed the recent multi-faceted measures taken by the government to address the problems of the textile industry. The government has recently hiked import duty on several textile products, while the GST Council decided to refund input tax credit to fabrics, and reduced GST for carpets. [Increase in import duty on 76 textile items from 10 per cent to 20 per cent and GST reduction on carpets and handicraft items have given a big relief to domestic textile, carpet and handicraft manufacturers," said Shishir Jaipuria, chairman, FICCI Textiles Committee. Jaipuria stated that the garment and carpet industry was under immense pressure after implementation of GST. [After GST, substantial drop in import duty was observed which has encouraged cheaper imports. It is also worth noting that total imports of textiles and garments increased in 2017-18 ($7 billion) by 16 per cent in comparison to 2016-17 ($6 billion). Total import of garment alone increased by 30 per cent in 2017-18 in comparison to 2016-17." However, imports from Bangladesh is an area of concern for the industry, said Jaipuria. Due to full exemption of basic customs duty from Bangladesh and also due to lack of regional cumulation clause under the treaty, third countries` raw material and fabrics are getting benefitted indirectly. Imports from Bangladesh have increased by 44 per cent in 2017-18 in comparison to 2016-17. [The government may consider imposition of regional cumulation clause in Rules of Origin on the countries that have FTAs with India to safeguard garment industry further as cheaper fabric of third countries enter India through these countries," he suggested. He also felt the need to increase the import duty on MMF spun yarn as import of MMF yarn-based fabric also increased sharply after GST implementation. (RKS)

  • APTMA decries duties on cotton imports in Pakistan
    The All Pakistan Textile Mills Association (APTMA) has termed the re-imposition of 3 per cent customs duty and 2 per cent additional customs duty on the import of cotton `the last nail in the coffin` for the ailing textile industry. Cotton crop has been below target for three consecutive seasons, contradicting production claims by the cotton commissioner, it said. The duties were effective starting July 15. APTMA senior vice chairman Zahid Mazhar urged the country`s caretaker government to immediately withdraw the duties on the import of cotton. The cotton commissioner had claimed that Pakistan annually produces 13 million bales of cotton and therefore, the government has re-imposed the duties, according to Pakistani media reports. According to Mazhar, the area under cotton cultivation has declined over the last few years as many cotton farmers have shifted to sugarcane. Low yield is another problem and Pakistan Central Cotton Committee`s reported this year that about 48 per cent of the area where cotton was to be cultivated in Sindh was missed due to scarcity and poor management of water, he said. Due to high operating costs and inadequate supply of raw cotton, around 140 textile mills have shut shop, rendering a million jobless. Around 80 more mills are on the verge of closure, which will add another 0.5 million to the unemployment statistics, he added. (DS)

    Pakistan`s Faisalabad Chamber of Commerce and Industry (FCCI) has welcomed the extension of the Prime Minister`s Export Package for three years and has urged the government to include cotton yarn and tanned leather in the extended package. FCCI president Shabbir Hussain said the extension will help bridge the gap between imports and exports of textiles. Pakistan`s Economic Coordination Committee (ECC) recently extended the PM`s Export Package from this June to June 2021. Hussain said the package has yielded positive results and textile export had gradually picked up in Faisalabad during the last few months, according to Pakistani media reports. Although these items were included in the original exports package of Rs. 180 billion announced in 2017, these were excluded in the freshly-announced package without any valid reason, according to Syed Mazhar Ali Nasir, FCCI`s senior vice president.   • India's WPI inflation for apparel rises 1.1% in April
    Courtesy: Pixabay India`s annual rate of inflation, based on monthly wholesale price index (WPI), stood at 3.18 per cent for the month of April 2018 over same month of last year. The index for apparel increased by 1.1 per cent to 139.3 in April, according to the provisional data released by the Office of the Economic Adviser, ministry of commerce and industry. The official WPI for all commodities (Base: 2011-12 = 100) for the month of April 2018 rose by 0.7 per cent to 116.8 from previous month`s level of 116.0, the data showed. The index for manufactured products (weight 64.23 per cent) for April 2018 rose by 0.3 per cent to 116.1 from 115.7 for the previous month. The index for `Manufacture of Wearing Apparel` sub-group rose by 1.1 per cent to 139.3 from 137.8 for the previous month due to higher price of woven apparel, except fur apparel (1 per cent). The index for `Manufacture of Textiles` sub-group too rose by 0.3 per cent to 114.4 from 114.1 for the previous month due to higher price of viscose yarn, weaving and finishing of textiles, cotton yarn and synthetic yarn (1 per cent each). However, the price of manufacture of cordage, rope, twine and netting, woollen yarn and made-up textile articles (1 per cent each) declined. The index for primary articles (weight 22.62 per cent) rose by 1.4 per cent to 129.2 from 127.4 for the previous month. The index for fuel and power (weight 13.15 per cent) also rose by 0.9 per cent to 98.9 from 98.0 for the previous month due to due to higher price of naphtha, petroleum coke, furnace oil, HSD, kerosene and petrol.   • Pakistan govt assigns Rs 2.5 bn to boost cotton production
    The government of Pakistan has allocated Rs 2.5 billion to boost the production of cotton in the country during the financial year 2018-19. The government is working towards using all the available resources to improve the agriculture sector as well as the financial condition of farmers and other involved in the industry, said a minister. The farming community of Pakistan does not have access to good quality seeds, said Haji Sikandar Hayat Bosan, federal minister for national food security and research, while speaking at a seminar called `Cotton Production Technology` in Central Cotton Research Institute (CCRI) Multan. The researchers are working on developing varieties that can survive various scenarios including climate changes. Pakistan government has provided subsidies worth Rs 100 billion to cotton farmers. The production of cotton was better this year compared to the previous year, added Bosan. The prices of phutti have also increased. The country produced 3 million bales more cotton than last year, and the success can be attributed to researchers, said Pakistani media reports quoting Dr Khalid Abdullah, cotton commissioner and vice president Pakistan Central Cotton Committee (PCCC). Scientists in the country are currently working towards developing cotton varieties which can survive pest attacks and climate changes and are high yielding, said Dr Zahid Mahmood, director, CCRI Multan, while addressing the seminar.
